In a significant move to enhance its oil exploration capabilities, Pakistan Petroleum Limited (PPL), the country's state-owned energy company, has announced plans to construct an artificial island approximately 30 kilometers off the coast of Sindh, near Sujawal. This initiative comes on the heels of increased interest in Pakistan's oil reserves following remarks by former U.S. President Donald Trump, as well as a recent study indicating substantial untapped hydrocarbons in the nation's offshore basins.

Artificial island: Project Overview

According to a report from Bloomberg, PPL's General Manager of Exploration and Core Business Development, Arshad Palekar, disclosed that the planned island will be elevated six feet above sea level to mitigate the impact of high tides on continuous exploration activities. Palekar made these comments during an oil and gas conference held in Islamabad, where he highlighted the uniqueness of this project for Pakistan. The artificial island concept is modeled after successful projects in Abu Dhabi, which have effectively utilized similar structures for drilling.

Timeline and Operations

Construction of the artificial island is expected to be completed by February. Following this, PPL plans to initiate operations immediately, with an ambitious target of drilling approximately 25 wells on the island.

Context of Recent Developments

This announcement arrives shortly after Pakistan's Ministry of Energy revealed the awarding of 23 offshore exploration blocks to four consortia, comprising both local and international firms. On October 31, the Ministry announced that this was the first offshore bidding round in nearly twenty years, with 23 out of 40 blocks offered, encompassing about 53,500 square kilometers.

Additionally, in July, former U.S. President Trump spoke about a partnership focused on developing Islamabad's substantial oil reserves. He mentioned that his administration was in the process of selecting an oil company to lead this collaborative effort, further signaling a push for exploration and development in Pakistan’s energy sector.
