KARACHI: The Muttahida Qaumi Movement–Pakistan (MQM-P) has renewed its long-standing demand for the creation of a new province in Sindh amidst ongoing discussions about the 28th Amendment. During a press conference in Karachi on November 20, 2025, MQM-P Convener Dr. Khalid Maqbool Siddiqui announced plans for a public mobilization campaign and legal steps aimed at securing constitutional rights for urban residents.

New province in Sindh: Call for Action

Siddiqui expressed grave concerns regarding the inability of parliament and the judiciary to deliver justice, warning that the MQM-P would “take the struggle to the streets” if these institutions continue to fail the public. His remarks come at a time when Prime Minister's Adviser on Political and Public Affairs Rana Sanaullah indicated that discussions regarding the amendment would proceed only once a consensus is reached, primarily concerning local governance, the National Finance Commission (NFC), and health-related issues.

Constitutional Justification

At the press conference, Siddiqui, who also serves as the federal education minister, characterized the demand for a new province as a “constitutional requirement” rather than solely an MQM-P initiative. He referenced Article 239 of the Constitution, which allows for the formation of new provinces and districts. "A province is an administrative unit — it must grow with population. This is the Constitution’s demand, not MQM-P’s,” he stated.

Siddiqui emphasized the urgency of addressing the “17-year-long occupation of Karachi,” claiming that the city suffers from a “feudal democracy” that denies its residents proportional authority despite their contributions. He questioned Karachi’s official population figures and the inadequate resources allocated to the city, asserting that its future is jeopardized by mismanagement and corruption.

Comparisons with Punjab

In a pointed remark, Siddiqui queried whether those who opposed the establishment of new provinces in Sindh shared the same stance regarding Punjab. He asked, "Has the minister indicated that he is against dividing Punjab as well?" while commending the Punjab Assembly for endorsing Article 140-A.

Reiterating MQM-P’s commitment to addressing civic issues, he remarked, “Pakistan is our mother and Sindh is its integral part. Development’s enemies are rejected.” Siddiqui underscored the party's ongoing fight for locally empowered governance and a just administrative framework.

Critique of Local Government Efforts

Siddiqui criticized the current efforts to dilute local government authority, highlighting that issues in Karachi and Hyderabad remain unaddressed despite MQM-P’s persistent advocacy within governmental forums. He reaffirmed the party's dedication to Karachi's revitalization, stating, “We struggled for Karachi’s master plan; we will continue to beautify and rebuild the city.” Additionally, he asserted the party's support for complete implementation of the 18th Amendment, specifically Article 140-A, which empowers local governments.

A Call for Recognition

Siddiqui dismissed allegations that the MQM-P takes credit for the achievements of others, insisting, “We are not in the business of hijacking achievements.” He emphasized that the party's members actively monitor ongoing development projects in Karachi.

Sindh Governor Kamran Tessori recognized the efforts of MQM-P in advocating for the rights of residents in Karachi and Hyderabad, stating that substantial relief would only materialize under MQM-P governance. Tessori proclaimed his loyalty to the party, stating, “I am first an MQM worker, then the governor,” and committed to ensuring the fulfillment of Siddiqui's demands, emphasizing the urgent need to address the deteriorating state of infrastructure.
